Women in Combat Compendium, edited by Colonel Michele Putko and Dr. Douglas V. Johnson II. This work resulted from an AWC student research project. The compendium makes two major points: the nature of U.S. Army combat has changed, and existing rules regarding women's employment do not fit this new situation. In addition, without a doubt women can perform their assigned duties in combat, to include engaging in actions essential to their personal and their unit's self-defense, with the same skill and valor as their male comrades.

Numerous reasons have been offered for this gap: corrupt practices, infiltration by militias, weak leadership, and competition by better armed and organized criminal and militant groups. Taking this poor political and security environment into account, the author offers insights into creating strategies that will best facilitate reform and the formation of a just and effective police force.

Transforming to Effects-Based Operations: Lessons from the United Kingdom Experience, by Dr. Andrew Dorman. The United Kingdom has continued engaging in global operations while its defense budget has continued to decline as a percentage of GDP. The UK has sought to adopt an effects-based approach to operations within the context of an overall "comprehensive approach" that brings together the various government organs. The author evaluates the relative success the UK has had in adapting to this change and identifies a number of accomplishments as well as pitfalls.
